The HLR9820 is shared by the Circuit Switched (CS) domain and the Packet Switched (PS) domain on the GSM or UMTS network. It provides the functions of the HLR. Figure 1 shows the networking of the HLR9820.

The HLR9820 stores the subscription information (subscription of teleservices and subscriber status), MS location information, MSISDNs, and IMSIs and manages these information.

Logically, the HLR9820 consists of the BE and the FE, which implement independent data storage and service processing.
